EPA's Renovation, Repair and Painting Rule will become fully effective and enforceable on April 22, 2010, which is right around the corner. The Rule applies to all "renovations," including many typical housing maintenance and remodeling activities, performed for "compensation" in pre-1978 "target housing" and pre-1978 "child-occupied facilities" when the work will disturb paint, stain, shellac and varnish that has not been tested and certified as lead free.

Approximately 8.4 million renovation, repair and painting projects, large and small, will trigger the EPA Rule's requirements in the first year alone. An estimated 211,000 trade contractors, third-party property managers, residential rental property owners, property leasing agents, and other affected organizations will have to comply with the Rule, including applying to EPA to become "Certified Renovation Firms." Additionally, hundreds of thousands of workers performing these "renovations" will have to be trained and certified as "Renovators" by EPA-accredited trainers. These include:

  • Remodelers.
  • Building maintenance and service personnel.
  • Drywall mechanics.
  • Plumbers.
  • Electricians.
  • HVAC technicians.
  • Window and siding installers.
  • Kitchen and bathroom cabinet specialists.
  • Painters.

With the compliance deadline looming for this new Federal regulation, now is the time to take action.

The EPA fines and penalties for non-compliance are stiff, and April 22, 2010 will be here before you realize it. Take advantage of this opportunity to get yourself and your employees, as well as your contractors' and subcontractors' workers, trained as Certified Renovators.

 

Carbon Monoxide (CO) Detectors
Required by Law - And Just Might Save You Life!

EFFECTIVE DATES:
* January 1, 2007,
all newly constructed dwellings for which 
   building 
permits were issued on or after January 1, shall have an 
   approved CO alarm.
* Effective August 1, 2008, all existing single-family homes shall have 
   an approved CO alarm.
* Effective August 1, 2009, all other multifamily or apartment-
   dwelling units shall have an approved CO alarm.

GENERAL LOCATION REQUIREMENTS:
*
Within 10 feet of each room lawfully used for sleeping.
* All CO alarms shall be certified by a nationally recognized testing
   laboratory to conform to the latest Underwriters Laboratory (UL)
   Standards (also known as UL2034 Standards).

POWER:
*
CO alarms must be either hardwired into the electrical wiring, directly
   plugged into an electrical outlet without a switch, or battery powered.

How To Obtain a Contractor's License:

Refer to the Department of Labor and Industry to determine what kind of license you may need, and where to take the course.

While the Department of Labor and Industry does not approve of any specific study materials, there are reference books available. The test will cover business aspects of residential construction along with current building codes. The Contractor's Reference Manual and current code books are available from the Builders Association of Minnesota.
